It sounds like your grandson had an upsetting experience that he's now associating with school. For a few days try staying with him at daycare to help him calm down. Another approach is to allow your grandson to stay home for a while with you and then ease him back to daycare, starting with shorter days and building up to longer days.
And I can't encourage you enough to make sure that the staff keeps this from happening again.
